Chancellor Rt Hon Rachel Reeves visits Glasswater Locks development in Birmingham
We were proud to welcome the Chancellor, Rt Hon Rachel Reeves, to the Glasswater Locks development in Birmingham recently. The visit highlighted the Government’s commitment to tackling housing shortages through regeneration projects that deliver homes, jobs, and skills.

Regeneration at the heart of housing growth
Joined by West Midlands Mayor Richard Parker and Berkeley Group Chief Executive Rob Perrins, the Chancellor toured the Glasswater Locks site in Birmingham’s Eastside regeneration area.
This landmark scheme exemplifies both the challenges of urban brownfield development and the positive economic and social benefits it delivers. Glasswater Locks will provide 716 modern apartments across seven wharf-style blocks, transforming the area and contributing to Birmingham’s housing supply.
Apprentices at the centre of construction
During the visit, the Chancellor met apprentices from Caxton Academy, who shared their training journeys and experiences of working on site. Apprenticeships are central to Caxton Group’s approach – creating pathways for young people into rewarding careers in construction.
Lizzy Allingham, one of our bricklaying apprentices, said:
“It was great to meet the Chancellor and talk about my apprenticeship. I’ve learned so much already and feel supported every step of the way. Being on site at a project like Glasswater Locks gives me real confidence about my future in construction.”

Caxton Group’s role in Birmingham’s growth
For Caxton Group, Glasswater Locks is a demonstration of what’s possible when collaboration, regeneration, and skills development come together.
As part of the project team, we’re proud to be contributing not only to Birmingham’s housing delivery but also to the training of the next generation of skilled tradespeople.
